As I heard Pauls story, it became obvious to me that while we often have a laser focus on preparing to survive the impending collapse, his community had gone farther and made preparations for survival after the collapse. In other words: yes, he had to have practical necessities and skills to make it through whatever came his way but what then? After the world as he knew it ended, was his community prepared to help create a new one?

Yes, I understand that that is common useage, especially in our media and main stream America. I commonly use the term “American” in that way myself.
I am simply suggesting that the characterization of the useage at issue here as “slippery” is not truly appropriate, imho. It IS another valid useage to refer to all western hemisphere peoples as “American.”
In our dictionaries, words often have more than one useage, some more common than others, but each equally valid. Please just consider the possibility.

If you want a better analogy, refer back to the co called Phony War from 1939-1940. Hitler was using that time to reposition his troops. England and France were sitting on their asses. if they had taken offensive action after declaring war a lot of suffering could have been averted. Same principle applies to us.
