I live in front of an intersection. Four-way stop.
A lot of people don’t stop completely, especially if it’s obvious that no one is stopped on the cross traffic.
But it’s rare that someone just blatantly blows the stop sign. Well, rare that someone other than the police, just blatantly blows the stop sign.
Seems the police are above having to adhere to the traffic rules they enforce on the rest of us. Stop signs, speed limits, signalling before turning, driving while on a cell phone or texting, driving distracted. The police are the absolute worst offenders.

This has always been the policy, whether Texas or California.
If you don’t pay a ticket a warrant is issued, if you are caught then you go to jail, jail means a strip search.
This goes back to at least the 1960s and probably far before that.
