i wish we had a rules expert on here.

If the offensive team jumps off side with the play clock at :05, they mark off the penalty yards and the play clock resets to :35. If the clock starts to run then, the offensive team could run the clock down.

I think you will say that the rule is that the clock stops on a penalty.

Ok. SO why doesn’t the defense jump off-side to stop the clock? Doesn’t work that way?

They don’t seem to have the 2013 version up on their site.

Section 7 is called “Actions to conserve time”

There is a reason the game suffered with those replacement refs. It may not be rocket science but there are a lot of nuances.
