The Republicans are colluding with the Democrats to delay Obamacare until January 2015 and thereby give the Obama regime a chance to smooth out the wrinkles so it works right. The delay will also keep the issue from hurting the rats too much during the coming year's 2014 mid-term election campaign.
Do some people actually believe that a "delay" is in any way a "win" for Republicans?
In return for giving the rats another year-plus to deepen the roots of their communist healthcare and get it working smoother, the Republicans will cave on the debt ceiling. What a deal.

If it is delayed long enough the chances of implementation decrease dramatically. For one, Obama will be nearing the end of his term and won’t have near the political capital necessary to convert what is left of O-care into an larger scale, more ambitious program. He will likely also be dealing with a more conservative Congress if it does start up in 2014.
As things get worse, people only become more desperate and willing to accept things they never would have accepted in better times.
Its classic Cloward Piven strategy. Its how Hitler capitalized on crisis and rose to power in a nation that would never elect him as a national leader.
In times of crisis most people don’t do the right thing, they do the easiest thing.
Cloward & Piven strategy is to overwhelm the system so it collapses and people will cry out for something other than the system. 0bama and 0bamaCare ARE the system now.

Your earlier post talks about delaying the mandate for individuals like it was done for employers. The current house bill is a one year delay for the whole program.

Yes. And I honestly think it would be a catastrophe sooner than anyone thinks.
The equation is simple; a delay gives the administration one more year to build infrastructure while the people are shielded from its pain for one more year.

I think you mean the annual increases are less than what's expected from the "baseline budgeting" gimmick the scumbag politicians love because it allows them to talk out both sides of their mouths:
THE GIMMICK:The "baseline budget" calls for automatic increases in welfare handouts of 10% over the previous year.
REALITY:This year's budget will increase welfare handouts by 5% over the previous year instead of 10%.
REPUBLICAN POLITICIANS: "Hey, Republican voters! We have cut welfare handouts by 5%."
DEMOCRATS AND THEIR NEWSROOMS: "The Republicans have slashed help for the children of the poor!"
If it gets a toehold it's here to stay. Bank on it!

I could have sworn that we were told that obamacare was going to pay for itself and in fact was going to save the country money.
So I would like to know what exactly they are funding? IRS and DHS administration; all the gov’t employees and their pensions (and better healthcare)?
The "whole law" was never scheduled to go into effect immediately. That was by design, since the 2010 midterms and the 2012 presidential election were still in the future. What is at issue now is the main implementation phase, where ordinary Americans sign up for it and actually start paying premiums or collecting means-tested (not the computers to test means are not ready) subsidies and begin to receive benefits, such as they are.
Reports I saw just said that the House's bill would delay the main implementation phases starting on 1 Oct and 1 Jan (the mandate) a year and would also repeal outright the disastrous 2.3% excise tax on medical devices.

I am aware of that. Clearly I meant that the entire piece of legislation was the law since it was signed into law. A phased implementation doesn’t mean a phased legal status.
I'm not sure which post you are referring to, but if I said I thought delaying Mengelecare ina ny way, manner, or form was a good idea, then that's my bad communication. In fact, I know I have been posting for some time that I despise the tactic "delay". I want this nightmare killed with a wooden cross through its heart.
I hope that clarifies my position.
