I have Windows 7.
Get a bigger monitor.
Move your cursor into the toolbar.
Right mouse click and hold.
Move cursor (still on hold) to left or right edge, then to bottom.
After you get it reset, right click on the toolbar and select ‘lock the taskbar’.
Sounds like a ghost in the machine. Yikes! I got something too where a bunch of my documents changed their format and when I tried to open them I’d get a message that I “needed” to buy Office 2010 to open them. I changed them all back to what they were before. Weird.
I’ve never really understood why anyone would want a taskbar at the bottom of the screen. I put mine at the top where it belongs.

What’s a task bar?
Right click on the task bar and click the properties. The screen should have a choice of “Task bar location” option.
You think you got troubles? My sister was bit by a moose once.
Several things to try:
First (if you haven’t), turn pc and monitor off for few seconds, then restart.
Two: check your resolution; often if the screen doesn’t fit the monitor, it can be there. Check the hardware section for video card to see if it is okay.
Three: Type “troubleshoot” without quotes, into the search on windows 7. Have it check your hardware too.
Be sure you are using the right way to move the bar in Win7; seems to me it is slightly different than xp or earlier, I could be wrong. Google move taskbar Win7.
