If the drives don’t even spin after a disc is put in, it sounds like either firmware, or possibly hardware. Although I can’t see how both drives would fail at the same time (and nothing else in the system would). Unless, your power supply isn’t capable of handling the strain of the additional drive.
You didn’t say, but assuming that the drives don’t recognize other media (CDs, DVDs), then you could try a firmware update.
Or, try unplugging one of the drives to see if the single drive works in its absence.
You first need to upgrade your system to Win7!
Are ya sure you have a BLANK BR disc in the BR burner. I’ve seen people do this with cdrs v dvds.
I had a Windows update do this. Booting from a ‘live’ Linux disk will prove or disprove if it is an OS problem. If it is, go back to a previous restore point where the drives did work.

Are they SATA drives, or EIDE drives? The former has relatively stiff cables, the latter has the old ribbon cable. If it's EIDE, did you connect it using the same cable as the other DVD drive -- i.e. is it connected to the same motherboard port?
If both drives are on the same EIDE port, then you likely have a problem with the device select. One must be "master", and other must be "slave". There are jumpers on the back of the drives that are used to set the mode.
Alternatively, you can use the Cable Select (CSEL) setting on both, and it should automatically assign each drive the correct mode. But, if that is not working, use master/slave. For best results, leave the original drive at the existing setting, and set the new drive at the opposite setting. This will preserve the drive letter assignment you had before you started.
It turns out the discs I was putting into my PC are restricted BBC discs. Only to be played on "licensed players" whatever that is. Means I can't watch on my PC.

Did you check for update to the Blu-ray read/write software? It could be the software is a problem. I installed an LG brand Blu-ray sata drive in my Win 7 computer a couple of weeks ago, and it took a while to find compatible software. I finally found this package from Cyberlink and it works fine. It say it works with Win 8 too.
I looked into Blue Ray burners awhile back; the reviews were so lousy I opted to just eventually get a standalone player when they’re on sale and skip BR burning altogether.
Your problem was one of the failures I read about. Sad, but true. No idea why the QC on the 5 1/4” drives is so crappy...
