I think it is good satire. Maybe a little too much “over the top”. You could change that by making it more factual, not “explaining” the attitude, but merely commanding it.

Nice.
Though you focus just on government agents; given the GZ case, the brochure should equally admonish cowering from violent criminals.

I’ll have to wait until I’m on an actual computer to see it, but the idea sounds great.

And how we burned in the camps later, thinking: What would things have been like if every Security operative, when he went out at night to make an arrest, had been uncertain whether he would return alive and had to say good-bye to his family? Or if, during periods of mass arrests, as for example in Leningrad, when they arrested a quarter of the entire city, people had not simply sat there in their lairs, paling with terror at every bang of the downstairs door and at every step on the staircase, but had understood they had nothing left to lose and had boldly set up in the downstairs hall an ambush of half a dozen people with axes, hammers, pokers, or whatever else was at hand?... The Organs would very quickly have suffered a shortage of officers and transport and, notwithstanding all of Stalin’s thirst, the cursed machine would have ground to a halt! If...if...We didn’t love freedom enough. And even more we had no awareness of the real situation.... We purely and simply deserved everything that happened afterward.
Posted many times before, but, may need to be part of anyone’s contingency planning.
I think it dove-tails nicely with your pdf.

Updated. It is, I think, a little less over-the-top… which I have mixed feelings about.
Small action-images have been added to illustrate the actions, and the drop-caps now form an interesting meta-joke.
Special thanks to marktwain, cripplecreek, & null and void who offered suggestions which were incorporated into the revision.

My pastor goes to Haiti quite a bit. When he is confronted by people who want to harm him, he goes stupid. People tend to feel sorry for stupid people or get frustrated and give up.

Great satirical content. It’s the kind that makes you shake your head in disgust, because although it is meant as irony, it’s also very close to the truth.
Also, I chuckled at null and void’s cartoon of the child hiding under his desk in case of nuclear attack. I grew up during that time and remember the drills well. It’s also one of the first things I thought of when I read the brochure. Then I scrolled down and voila!.....GMTA :-)
