WASHINGTON (AP) — Some smokers trying to get coverage next year under President Barack Obama’s health care law may get a break from tobacco-use penalties that could have made their premiums unaffordable.
The Obama administration — in yet another health care overhaul delay — has quietly notified insurers that a computer system glitch will limit penalties that the law says the companies may charge smokers. A fix will take at least a year to put in place.

Computer Glitch: at best a case for insufficient testing.
I’ve implemented many enterprise scale systems. A smoking premium levy has been a known requirement. Adding it is a minor effort.
More likely: the politically connected decided to intervene.
Perhaps for good reason. As it is smokers pay a disproportionate share of taxes. They shorten their lives by 10 years. Why hammer them here as well?
This is real simple to avoid if you are a smoker:
1. Lie and say you are NOT a smoker.
2. Don’t buy insurance until you get sick.
BTW, how long will it be before there’s a penalty for eating bacon? And more significantly, is there a blood test for bacon-eating?

LOL! I meant lying about the smoking. They’ll probably refuse to pay and you get the bill for any treatment. It sucks that they use the friggin’ actuarial tables and lump everybody in to certain groups. A concept to hard for them to understand that everybody is different and so are their circumstances. Turnip, meet blood.
