Their program will be forced Spanish language education for American Citizens. (then the English language learning requirement isn’t needed)
There will be a court that will declare it unconstitutional. It’s not going to happen. Same with denying them government benefits.

Change that to plan to teach English to millions of Hispanics who don’t want to learn it.
There are not enough Mexicans who want to be US citizens to fit on the head of a pin. They are a highly nationlistic society and they have no desire to give up being Mexican citizens. They just want to come here and get the freebies. They don’t need to learn English because every service they need is offered in Spanish. Same deal in Miami for the cubans.
Why just think how much money can be funneled to those bastions of political correctness, mediocracy (yes, I meant to spell it that way — rule by the mediocre), and left-wing sentimentality, the colleges of education, to produce all the “qualified” English as a second language instructors the country will need.

Good questions, but even if the Learn-English-Program worked flawlessly, leftist brainwashing and vote buying works as well in English as Spanish or Chinese.
Free English-language cable TV, probably.
