Who would decide what constitutes minimum ESL proficiency? Big question..Good questions, but even if the Learn-English-Program worked flawlessly, leftist brainwashing and vote buying works as well in English as Spanish or Chinese.

The Rubio-Schumer amnesty exacts no penalty for not learning English. People will not be deported if they don’t learn English. And as a practical matter, the bureaucracy would not be able to oversee such a program.
