The leashed dog must have gazed at the deputy with a disrespectful look. Frightened of a tethered dog—you can’t make this stuff up.

Agreed, it’s preferable only to having a loose dog roaming about on other people’s property.
It makes mistreatment of such dogs even crueler—they have no ability to get away should one of the government employees experience Sudden Doghadi Syndrome upon viewing one of our canine companions.

Oh boy, I must have touched a nerve with people who tie their dogs up unsupervised....
First, I don't have a "law". I prefaced my remark with "JMHO." If you need a grown up to explain to you what that means just let me know. I'm wholly against dogs being tased or otherwise abused. That's exactly why I don't understand why somebody would tie them up and leave them in their yard at the mercy of the weather and any moron who walks by.
Very lucky the deputy didn't shoot the dog right then, if for no other reason than to end the case right there.
I hate these cruel people and I am ashamed of our justice system. No one should get away with doing that kind of harm, let alone someone wearing a gun and a badge. I’m surprised this happened in North Carolina. What happened to us?

I agree. Tying a dog puts them at the mercy of.....blah, blah, blah.....
But this was a police officer. A big pu$$y to boot. Which has nothing to do with the owner tying the dog.
The deputy was frightened because that dog is a black assault canine. Hopefully, the dog was registered. God forbid if it was pregnant, then the owner might be charged with having not only a scary black assault dog but one with a high capacity uterus.
