Nope. One reason I recommend against tying a dog up unsupervised is precisely because you put them at the mercy of morons who feel free to do entirely unjustified things to them.

You answered a statement that was not mine, but the answer is the same.

I agree. Tying a dog puts them at the mercy of.....blah, blah, blah.....

But this was a police officer. A big pu$$y to boot. Which has nothing to do with the owner tying the dog.
