    That is partially true. There are two problems with defunding:
1. Even unfunded it will not stop the grab of the federal govt.
2. If the GOP defunds it, it owns it.

    She is a young girl in PA that needs a lung transplant, but is apparently being denied one by Sebelius due to some bureaucratic rule in DC. Lou Barletta tried to get Sebelius to waive the rule, but 
Sebelius said no, effectively becoming the first de facto death panel.
