The Christian Bible is the most popular book of all time, so if there is one book that a state which is completely neutral in regards to religion or non-religion with no agenda for or against should decide to allow in a lodge, why not go with the hands-down most popular ever? What this Atheist is asking for is to have religious books banned from consideration because he wants the state to favor non-religion over religion.

No need to capitalize "atheist." And you offer a false dichotomy. Atheists would prefer the government allow all religions equally and simply not favor any of them. That is the correct choice which you left out.
