Note same white cap.
Note same white "scarf" or something around the neckline.
Note jacket color is similar, slight difference could be due to lighting.

Possible explanation is that this is a stop based on the guys similar features fitting the photo they already had of the suspect bomber.

I don’t think they had the photos they released today at the time. The photos released today were from various security cams they collected since the bombing.
The photo of the person handcuffed was taken the day of the bombing.

Hard to sat because of the lighting, note that where he is handcuffed, his right side is in shadow and it makes the coat appear much darker than the left side.
Seriously, though, I think it’s the same guy.

Law enforcement sources told Miller a witness saw a person acting suspiciously when the explosions happened along the marathon route.
“They see him running away from the device,” said Miller. “Now, a reasonable person would be running away. But this person had noticed him before.
