Note same white "scarf" or something around the neckline.
Note jacket color is similar, slight difference could be due to lighting.

There is another pic of this suspect walking away from the explosion and he still has the backpack onhis shoulder. This is just another set up.
The cap and the scarf/sweater are right on the money. Coat looks like he got it wet when they had him on the ground.
