I tried reading the language of the bill and still have no idea what the “perjury provision” refers to (heck neither does the author of the bill most likely).

If the syrup were produced w/o sugar or corn syrup and that sweetener were added as a separate, discrete third step, I believe, as worded, that might be a product exempt from the tax on the manufacturers level.
If this law goes through it will give the definition of ‘coke dealer’ a whole new meaning.
