Someday it's going to occur to these not-too-bright sadists that if they really want to make the guy suffer, they should probably reverse the order. I can think of worse ways to be killed than beheading - death must be within a second or two, hopefully too fast for the brain to register much more than shock.

It's a regional tradition that predates Islam. When you read in the Old Testament about someone being "hanged" they mean the public display of an executed body.
