I once mis-dialed 911 with my malfunctioning computer modem and they called me back to see if it was legitimate. Dispatched a very polite civil servant to inveastigate and didn’t even ask to come into my house to “look around” (which would have been denied).

I agree about the “hair-triggered” part, but still;

A call back from the police if that had really been the situation? I don’t think so.
If it were real, immediate action needs to be taken. A call back might have set up an ambush, or worse. That’s why “pranking” and “spoofing” of phones is so dangerous!

SO ... it goes like this. Dispatch calls back. One of the shooters answers. He’s asked if there are any problems or if someone has called 9/11. The shooter says there’s no problem. The police don’t come out because they’ve verified on the phone that there’s no problem.
The shooters then go on the kill everyone and leave!
