A friend lives in this neighborhood, and confirms this has been going on for months, that no one could catch the guy in the act. I don't think he'd lost anything, but his neighbors and maybe his roommate had. He's very glad this gal took the guy out.

No one knows if this particular guy was the same guy and her life was not in danger. She certainly should NOT have chased him down over a package! If he hurt one of her kids, ok...but seriously. This is over-the-top and she should be sued. ...and probably will be. He was no threat to her personally.

Police need to understand that when a pestiferous and repeat offender operates more than a certain length of time without being caught, the public are bound to stop him themselves.
The very purpose of police is *not* to be the *exclusive* law enforcers, just to aid and augment the citizenry in doing so. Since crime goes on continually, they are paid to keep up a constant pressure on it and to follow criminal acts up with perseverance. This in no way absolves the citizenry from keeping their own neighborhood tidy.
