Most of the common spices one needs can be grown in almost any climate.
I live in NY and in my garden I have sage, thyme, lemon thyme, and oregano and they are perennials.
Parsley is a biannual and reseeds itself very effectively.
Basil and rosemary are annuals in this climate but basil can be grown from seed easy enough and it’s not too hard to grow enough to be able to harvest your own and dry it for the year.
I grow my own garlic which does very well in this climate as well and that is also very easy to propagate.
And since I use all the fertilized I can get from my farmer friends, it’s all *organic* (oooohhh.... ahhhhh...)

As you said, depends on circumstances - you live among people you have known a long time - I know very few and the people around me aren’t prepared at all. I know that from seeing what they did after two hurricanes passed.
In a serious, long term emergency, I move my car away from my front door, lock my front door and no one sees me until it’s over. I could have three related people here if they could get here, otherwise, I’m by myself. I have a very low profile around here.
I wonder how long before you get Zotted?

Daughter's Father-in-law grew some this year, I didn't. He gave me pounds of the stuff.
I used my normal amount in a recipe. I reeked of garlic for 2 days.
Garlic can be highly variable. I now test, like I do jalapenos. What he gave me should last until 2014. ;)

I’ve run out of chewing gum with some of these whining “Can’t we all just get along” bozos.
They seem to have no idea that people are going to be running off strangers at gunpoint when the cold & hungry sad sacks sidle up to their campground sucking around for handouts: “Take care of me?” and regardless of their politics. I think I’ll put FEMA’s toll-free number in my BOB for just such occasions: “Here you go. Good luck!”

I would suggest a bug out place that is very difficult to find, a place that regular people would not try to get to, this may be a hunters blind on the side of a rock face, a small island on a rural lake, almost any swampland. One of the ideas I like was from a scene of the movie “Red” where a derelick junk car was used to hide a stairwell to a bunker.
With the expanded use of drones from what may be not so friendly forces research into concealed coverings should be done, especially thermal scanning. FLIR can be defeated by very good thick insulation like several layers of blueboard insulfoam with fiberglass batting sandwiched between.
Any heat source like for cooking needs to be carefully set up so as to diffuse away from the campsite or drawn into an underground muffler so to speak such as a steel barrel so it will cool off. Heat will give you away.
