The idea, Rachel, is that a man who ran as a uniter, a man who would represent all Americans, used the opportunity to present to a Black audience his vision of an America where "they" (the white power structure) didn't care about those (Black) folks in New Orleans, and didn't provide funding for them after Katrina, like they did for (white) victims of Hurricane Andrew, and the World Trade Center.
