A) We have drafted a report to claim that there is a nearly insurmountable problem
B) The solution to the problem is to give us more control and

Seriously... are cattle really this consumptive of natural resources and are they really so awful for us? We’ve been eating beef for millenia. I’m having a hard time believing there’s an impending mass extinction event when mankind’s been consuming cow flesh since the dawn of time.

Cattle are walking grain silos. When there is a surplus of wheat, raise more cows and feed it to them. That way the farmer does not get an economic hit when the price for his crop drops during a surplus. The cows keep the price from extreme fluctuations.
As a side note, wheat might not be a bad investment. Its price is going way up.

There are about 7 billion people living on Earth at the moment. However, the number of domestic animals on the planet nears 17 billion. All of them drink, eat and defecate in much larger quantities than humans.There's your money quote. We are going to have to do our patriotic duty and start consuming these animals in mass quantity.
