Anything is possible these days, but the reason for large bulk purchases of ammo is that there has been ammo shortage due to war time demand around the world.
This has caused Law Enforcement Agencies to draw down on their reserves of ammo till there is no more stockpile of ammo.
Ammo is more readily available now so everyone is restocking after the shortages.
Though, sadly, nothing these yellow-bellied communist SOBs in this administration did would surprise me.
