Millions of African Americans live in communities that lack access to good jobs and good schools and suffer from high crime rates. African American adults are about twice as likely to be unemployed as whites, black students lag their white peers in educational attainment and achievement, and African American communities tend to have higher than average crime rates. These issues have been persistent problems.
Jobs are essential to improving African American communities. Increased employment would help people in these communities lift themselves out of poverty. In addition, because poor economic conditions are an important causal factor behind poor educational outcomes and high crime rates are correlated with high unemployment rates, creating job opportunities would help improve educational outcomes and reduce crime.
This paper outlines a plan for significantly increasing the number of jobs available to African Americans. The plan, which targets communities with persistently high unemployment, includes three main components: creation of public sector jobs, job training with job-placement programs, and wage subsidies for employers. Although the plan is constructed with African Americans in mind, it would also provide benefits to Latino, American Indian, and white communities in which unemployment has remained high...

You did not read carefully. It was a featured link in an email newsletter from the Census Bureau’s Census Information Center. Why is the Census Bureau promoting an article that is, as you say, propaganda?

ABOUT TIME!!! I take that to mean greater accountability for educators ...because the failure of THAT system is what makes people unemployable.
Your first breath is so correct. Their problems will exist until they figure out that the we cant do whiteys thing, we cant learn whites history, we cant fit into whitey culture doesn’t work. Whitey figure out what was necessary for man to live long ago. Now, its simple, get educated, get a job, make the societal contract and get on the tread mill. But that’s racist right?

ROCKIN' THE BAKKEN: Oil Jobs Positions are usually available in both exploration and production. Positions may include: shop tech, sales, clerical, mechanical, welder, roustabout, truck drive, electronic tech, operator assistant, seismic, crane operator, concrete finisher, and mud logger. The industry is cyclical by nature and depends a lot on current political activities, price per barrel, supply & demand, etc. There will be times when the industry is experiencing layoffs and or hiring freezes. When searching for oil field employment try to create a plan. Most companies are busy and it can be hard at times to walk in off the street and expect an interview. Make contacts and set-up interview appointments before visiting the region. - Most positions are labor intensive and involve outdoor work in all weather conditions. - Minimum age restrictions may be 18 or 21 years old. - Drug testing is required in the hiring process and performed randomly on the job. - Most positions require a valid driver's license with a clean driving record. - Some companies may require a background check upon application. - Some require a commercial driver's license (CDL), or the ability to acquire one. - Company work schedules may vary, e.g. 4 days on/4 days off; 7 days on/7 days off; 2 weeks on/1 week off with pay. - Significant overtime hours may be available. It is important to check with the company regarding work schedules. - In limited circumstances, housing may be provided. Some companies provide a daily per diem for meals.
In 2000, I attended a speech at a small venue where Condoleezza Rice who spoke about the black family of her youth. They worked hard, struggled and despite whatever adversity they prevailed. Johnson and the Great Society took the moral foundation out from under black culture in the United States. Look at Thomas Sowell and Walter Williams, nobody gave them anything, but they were raised with a strong ethical base (although if I recall Sowell’s youth was difficult)

If the consequence of showing up to work late, dressed like a slob, and with a bad attitude was that you didn't eat that day, there would be a really-quick change in behavior.
How come every “solution” they advocated would only exacerbate the problem.

Taxpayer-funded make-work jobs, "job training programs," $5,000 tax breaks to an employer for hiring $50,000/yr people for whom there are no customers to serve.
Unemployment among blacks has had and been caused by Federal Intervention and It wasted billions of dollars that we could Not afford to lose.
Unfortunately for them unemployment is only going to get worse.These increases in employment are an Obama manufactured pipe dream.
If anyone can't figure out from that track record that taxpayer money won't solve the problem, then they are stuck on stupid.
But, being government bureaucrats, that would be a given.

welfare is a step ladder, welfare is the top of that ladder
you have to get off that step ladder and go to another ladder, the tall one and climbing it takes effort and hard work.
sadly, the easy route is taken too often and those standing on the short ladder spend their time griping and complaining that those on the other ladder are “better off” but have no desire to climb off the step ladder and start climbing the tall one.
