Looks like a Fox with mange.
Like all chupacabras, it is a fox with sarcoptic mange. It’s heavily infested with parasites and is going to die soon.
Looks like the same creature to me...a fox, with mange.
People don’t take into account that individual animals can look as different from each other, as individual human beings...there’s just lots of variances.
I recall being in a deer-butcher shop once—where the owner had 7 or 8 dear heads mounted on the wall. Each one—besides the antlers (which were all VERY different—some thick, thin, textured, smooth, many points, few, etc.) had very different faces, noses longer or shorter or wider, more angular, etc. etc., exactly the kind of variances you find in humans.
It was very interesting...as before that, I just thought a deer was a deer, some with large racks, some not, and that’s all, not any differences other than that. However, there were a LOT of small but recognizable differences in how each one looked.

To me, it looks like an emaciated fox with mange.
Besides, I though the chupacabra lived in Mexico.
Most assuredly a fox.
