Can someone recommend a good pop-up stopper (preferrably free)? I have one installed but pop-ups have nearly stopped my PC from downloading anything.

Depending on how savvy you are with your computer you could consider www.privoxy.org. You install it as a separate application then point your browser (any browser) using its “proxy” setting to it at “localhost:8118”.
This sends the entire http traffic stream through it for filtering. It gets rid of a lot of junk and annoyances. I have used it for 7-8 years or thereabouts. Keep in mind nothing works 100%. Some sites use very annoying HTML techniques to popup windows.
If you use Firefox i use the plugin Foxyproxy with Privoxy which allows granular rules. In rare circumstances you have to exclude a site from its filtering.
It also sounds like you could have some malware possibly that has made its way onto your computer.
I use the free versions of Malwarebytes http://www.malwarebytes.org/ and Spybot http://www.safer-networking.org for periodic manual scanning paired with a realtime AV. I use Norton Internet Security paid version but, AVG free http://free.avg.com is good.

Holy hiatus. IE is a pox on the internet. Google Chrome, Firefox, anything but IE. In reality I think it important to have more than one browser you use on a regular basis, just as a check and comparison on how things work or don’t. If you don’t, you have no idea about speed of page loading email support, quirks, popup blocking, chat functions, video viewing, etc etc.
