I'm guessing that those were lights reflected on clouds.

Source of the lights was probably La Guardia airport, although JFK could do it also, depending on which was closer to where the video was shot.

Spotted lights like that about 20-odd years ago when I still lived in Park Slope. They were hovering there, shimmered a little because the clouds were drifting, and then they'd fly all around for a minute or two and then come to rest where they had been before.

Turned out to be lanterns some group sent up to publicize something (I forget what it was).

Hurricane Irene never arrived in New York. Hurricane Irene never made landfall in the United States. It came ashore as a tropical storm and continued to weaken throughout its journey. When it reached New York it was barely a tropical storm.
