It sure does look like on of those air ionizer things. But with the dab of glue in the middle, one must ask.. Is there an opening in the plastic where the screen is? Can air pass thru the screen? Or is the the screen glued to a solid square of plastic?
I agree with the one poster who speculated that it might be a platinum-bearing screen. Especially if dad had it stored as a valuable, and if there’s not a hole thru the plastic part.
Probably one of those air-ionizer things, but might be part of an electrolytic cell, and contain valuable platinum.
That’s a pre-air filter for a 6.5 HP Briggs & Stratton vertical crankshaft lawnmower engine.

Perhaps it is a catalyser ? If so, it could be of a rare metal, perhaps platinum. Or it could be very common like the air ionizer someone mentioned.

Since you say it was stored with silver, there is a chance that it is an electrolytic cleaning plate. These plates are used with a solution to remove patina from antique silver.
