On the Eastern Front... The German Luftwaffe bombs Kiev.
In the Baltic... Soviet naval forces consisting of destroyers and motor torpedo boats as well as bombers make a concerted effort to destroy a German convoy off the coast of Latvia. One ship is sunk.
Over Romania... Soviet bombers attack the Ploesti oilfields.

UNITED KINGDOM: Britain and the Soviet Union sign a mutual aid pact, providing the means for Britain to send war materiel to the Soviet Union. (Jack McKillop)
FINLAND: Germans in Lappland (Gebirgsarmee Norwegen) continues its attacks towards Murmansk. The advance bogs down soon and on 16 July Germans are forced to regroup for defence. (Mikko Härmeinen)
LITHUANIA: Efraim Zuroff is kidnapped by a hang of Lithuanians roaming the streets looking for Jews with beards to arrest. He is taken to Lukiskis Prison, the main gaol in the city, and is murdered, along with his wife and two boys. More... (Scott Peterson)
U.S.S.R.: German troops push on from Pskov.

U.S.A.: Baseball’s New York Yankees begin a four-game series against the Chicago White Sox in Comisky Park, Chicago, Illinois. In a doubleheader, Yankee star Joe DiMaggio goes 3-for-4 in the first game against White Sox pitchers Ted Lyons and Jack Hallett. In the second game, DiMaggio hits a single off White Sox pitcher Thornton Lee thus extending his hitting streak to 53 consecutive games. (Jack McKillop)

- "I consider diverting elements of Panzer Group Hoth to the north while elements continue to march east to be futile. Because of the tremendous wear and tear on their equipment, the panzer groups are only still an effective striking force if employed in unison. I consider employing individual panzer corps to operate alone pointless, their fighting strength has become too low." - Field Marshall Bock
- Guderian's XXXXVI Panzer Corps passed north of Mogilev and his XXIV Panzer Corps south of the city trapping the 13th Army's 61st Rifle and 20th Mechanized Corps.
- In the first 3 weeks of fighting, Leeb's Army Group North had advanced 270 miles into the Soviet Union and had captured most of the Baltic republics. The Soviets have lost 90,000 soldiers, more than 1,000 tanks, 4,000 guns and motars, and over 1,000 aircraft.
- Komkor L.G. Petrovky's 63rd Rifle Corps drive German forces back from Rogachev and Zhlobin. At the same time, F.F. Zhmachenko's 67th Rifle Corps accompanied by Major-General S.M. Krivoshein's 25th Mechanized Corps launch a doomed attack on Guderian's southern flank.
- Reinhardt's XXXXI Motorized Corps reach the Luga south of Kingisepp and capture several bridgeheads across the river.
