Why should they be put down because of an irresponsible owner? It’s not them.....it’s the owner.
What responsible dog owner allows their dogs to roam free?
Obviously both are the problem. Last I checked though, putting down a pi$$ poor animal owner is not a legal option.
BTW dogs with a history of unprovoked viciousness are NOT going to be rehabilitated.
