Obviously both are the problem. Last I checked though, putting down a pi$$ poor animal owner is not a legal option.
BTW dogs with a history of unprovoked viciousness are NOT going to be rehabilitated.

Once, I can see as an accident..."they got out", but twice is a serious problem with the OWNER, NOT the dogs.
