Obviously both are the problem. Last I checked though, putting down a pi$$ poor animal owner is not a legal option.

BTW dogs with a history of unprovoked viciousness are NOT going to be rehabilitated.

No, both are NOT the problem. What responsible dog owner allows their dogs to roam freely? NONE, that's how many.

Once, I can see as an accident..."they got out", but twice is a serious problem with the OWNER, NOT the dogs.
