"superscripts" weren't a problem ~ even back in the day you just rolled the platen down a tad and there it was ~ full capability for those steady of hand and with an artistic mind.

The problem was KERNING ~

That’s not really superscript. Superscripted characters are smaller and usually heavier

Yes, you could certainly convey the idea of superscripts, but the letters/numerals were exactly the same size as the base-print—hardly a facsimile of what appeared in published texts or later computer-produced documents. And btw, “kerning” could also have been accomplished as easily as superscripting, even on manual typewriters. Just hold the carriage. Where both kerning & s’scripting were difficult was on a Selectric. Difficult, but not impossible.

So, to cut to the chase, does the document Obama released exhibit kerning?

If the answer is yes, was that possible on a typewriter in 1961?

True, on a typewriter, but the alleged TNG memos had a 'th' which was reduced in size and superscripted like MS Word does. Unless someone went to the trouble of rolling the platen and changing the ball, that was not happening.
