Where is the distinct DOH seal, on either version? The HDOH Administrative Rules and Rules of Practice and Procedure both say that the authenticating marks for certificates are the registrar’s signature and a raised seal. So where is the raised seal?
There is a circular outline on the green copy but it isn’t distinctive. There is no sign of a seal at all on the white copy.
