If I get a group of 30 people to tightly pack in a 20 foot circle around something and then just start firing into the pack.... it wouldn't be to hard to hit one or more people with every shot.

Markmanship is not required when shooting into a densely packed crowd.
In an interview one of the women who was wounded who pushed her daughter against the wall when the shooter started shooting said many people were all in a very small area and that his shoorting was close-range and the emergency room staff remarked at how much gunpowder there was in her wounds, apparently indicating how close the shooter was to her.

Eyewitnesses said they were packed into a corner of the Safeway building, so there was nowhere for them to escape. If the shooter was standing with his back to the open area, the people would be hemmed in and would not run toward the shooter. Obviously, it was like shooting fish in a barrel.
He was shooting at point blank range along a crowded line of people in “Condition White.” It was a “fish in a barrel” scenario.
With all the advantages he had it could have been a lot worse if he was skilled shooter.

Crowd was lucky the shooter did not use Corbon rounds, which flatten and shatter forming a wall of powdered lead upon impact but continues to travel into the body causing severe trauma. It is said the round if impact in human chest, head and abdomen is a death sentence. Even if you survive, your insides are so shattered that you will die from internal bleeding. The only good news about the round is it will not go thru you and travel thru walls and etc, even at close range. Favorite for bodyguards, but in the wrong hands a mass casualty ordnance.

The fastest expanding bullets they sell like the glaser safety slugs use lead shot not powdered lead for the core with limits penetration but can cause some very large wound channels. But they are not a death sentence people have been shot with them and lived.
Shooting them through very heavy clothing or intermediate targets can cause them to under penetrate causing only surface wounds.
I haven't heard what bullets the shooter used but because we have not heard I am thinking he used FMJs.
Do we know what rounds he was using? I would guess FMJ round-nose “ball” since it came from WalMart. But haven’t heard anything official.
