That must be the reason. Good. People need illumination but run only parking lights, when they are not parked, think they are saving electricity. They probably put bricks in their tanks to save gas.

Just so I’m clear, let me verify what you mean. The headlight switch in my cars have always had three positions. Off, Parking Lights, and On.
1) Off=Off, or if there’s a sensor then it turns the headlights on automatically at night.
2) Parking Lights=Amber lights in the front and red lights in the back.
3) On=Headlights and amber lights in front and red lights in rear.
So are you saying that when you put the headlight switch into position # 2, “Parking Lights,” there’s amber lights in the front but no red lights in the back?

That being said, this may come as a shock to residents of Riverside, Illinois, who (the last time I checked) still have to have their parking lights on if they park on the street after dark.
I remeber that they didn’t start putting rear parking lights on VW Bugs until 1966. I had a ‘60. Never needed them.
Why are most indicator lights RED like brakes now? So now I have to wait ~1sec to tell if someone is indicating, or if they have a light error.
indicator lights should be ORANGE.
Driving with only parking lights makes as much since as driving on a parkway or parking in a driveway.
I’ve never had an occasion to turn on “parking” lights in my 53 years of driving!

Sounds like there's something wrong with your particular car. If you Google Jetta and parking lights they appear to be equipped with them.
I wish the lights would come on automatically when the wipers are in use. Not so much for myself. I’m always amazed at the number of people who drive in the rain without lights on. It makes it kinda hard to see someone in those conditions.
Ask the dealer; they are probably broken. Seriously, I hate to break it to you, but you have made a monumental mistake in buying VW. They are without a doubt, the most laughably worst-built cars I could ever imagine. My wife drove one when me met, a Beetle. Re-engineered from the ground up means that they resolutely refused to do anything that common sense or 100 years of automotive history would tell any reasonable person to do. Changing a headlight lamp is normally a 2 minute procedure; in a VW Beetle, it’s about as much work as replacing a transmission.
They ran the electrical wires from the back of the car, through the middle of the car seats, right through the ash tray (which is in the back of the front seats, unaccessible to a front-seat passenger). Neither of us smoke, but any time anyone opened the ashtray for any reason (such as asking, “WTF is this the ash tray?), they’d pull out the wiring for the headlights. That’s right. The headlights’ wiring ran through the ashtray, which was in the back of the carseat.
Read your owners manual.
Parking lights are illegal when driving down a public roadway and pretty much useless anyway unless you are ummmm... Parking!
Parking lights are for parking. For emergencies, there are emergency flashers.
My daughter’s 2007 Jetta does not having parking lights either.
