That’s been my thinking as well. I did a little searching and I did find this copy of a speech he gave in English back in 2007. So he definitley is able to deliver a prepared speech, my guess is he isn’t fluent enough to carry on a conversation without some difficulty. Here is the link:

Other than the movie Titanic, I really enjoy Dicaprio’s movies. I also find him one of the most classy actors in the industry, despite his liberal leanings. I do not put him in the same category as Brad Pitt and Matt Damon and others.
People in some countries esp. politicians, bureaucrats, businessmen, celebrities etc NEVER want to speak English in public or more aptly don’t want to be seen speaking it. How often do you see French,Chinese, Japanese or Russian leaders address a press-conference in English?? Call it linguistic jingoism if you want, but these same folks have no problems with a retreat at Camp David.
I might add this is an issue with almost all countries outside the extended Anglosphere which were once part of the British empire.
