CO₂ comprises 0.37% of the earth's atmosphere. The human contribution to atmospheric CO₂ has been estimated at less than 4%. The bodies of water that cover more than 75% of the earth's surface are responsible for most of the rest. Even if an effort to reduce the man-made CO₂ component by 10% were successful, it would be wildly expensive, reducing the standard of living for much of the population without any noticeable effect on the climate.

It works in the models, but the probability that the model replicates all of the mechanisms and variables of the Earth’s climate are very low. Every year we learn more about how the Earth’s climate systems really works and these revelations are not in the models. Nor are the things that remain unknown.

This report is political propaganda, not science.

I didn't see anything in there (although it may have been summarized out) about the feedback of more CO₂ in the air causing more plant growth thus absorbing more CO₂. If not included, I would say that is a fatal shortcoming of the model.
