Yes. He would fake a terror attack if it would help move him closer to his objectives. He would even do a real terror attack if it would move him closer to his objectives. He has no morals.

He is talking about Jesus, his opinion of his fiction Jesus, not the real Jesus. The more he talks and protests that he is really, truly, we-gotta-believe-him-when-he-says, that he is a Christian, the less I believe him. Walk the walk, Joker, as well as talk the talk.
