When I first saw it, it freaked me out, but I’d think the people in charge there must not be too worried or they’d be getting everyone and everything out of the area.
It does look like a pressure release from below the ocean floor which does make one wonder tho.

When first watching this it was easy to assume that the ROV was siting on the bottom surface, which gave the appearance that the sea floor was moving. Look at it again and assume that the ROV is hovering and moving.
