WASHINGTON (AP) -- Sen. Richard G. Lugar, Indiana Republican, said Wednesday he'll vote to confirm Elena Kagan as a Supreme Court justice.
Mr. Lugar is the second in the GOP to announce he's breaking with his party to back President Obama's nominee to succeed retiring Justice John Paul Stevens.
Mr. Lugar said he carefully followed Ms. Kagan's confirmation hearing testimony and the debate about her nomination, including recommendations from his constituents, and concluded that she clearly is qualified to serve on the high court.

They had a hurricane hit Indianapolis once (yeah, they get that far), and it rained so much the flooding ripped out 100,000 culverts and bridges.
There are large countries that don't have that many!
Lugar cares about those culverts and bridges, and similar public structures ~ airports (Indy needs some new terminals), elevated highways (I69 is under construction through the flood prone SW part of the state), and so on and so forth.
