Lugar’s one of the bad guys. A consistent vote for really bad ideas and a big advocate of globalism. He’s been trying to force the Law of the Sea ratification down our throats for years now.

Even without ratification the US recognizes the Convention as general international law, and acts accordingly ~ making sure, among other things, that we control everything within that 200 mile exclusive economic zone.
The Hildabeast said in 2009 that ratification would be a priority. She hasn't been heard from since the day she said that, so no one knows if the Obamistas care.
Frankly, we don't need to ratify the treaty ~ others need to, but not us. We can impose boundaries and rights where we wish. That's why we have numerous aircraft carriers and ICBMs.
The BP well is located in a zone where we have rights because we say we have rights, but the UN Law of the Sea Treaty would concur in that ~
