It doesn’t matter, but not for the reason you list.
It doesn’t mater because the oil companies are already pulling up stakes to leave. As long as this is in the air, they won’t pay to drill one inch of well, collectively. Obama is pleased at the way this “ban” is going, don’t kid yourself. All thirty-something deep-water wells will be abandoned within months.

What difference does it make what is banned or not when obama decides who pays what for the privilege of drilling in his waters? There’s many other ways for obama to run the oil and coal industry out of business.
