There used to be a dress code, but I believe there was a court case that preempted it. No, you don't have to be invited. It's open to the public, you just have to wait in line, and be far enough ahead in line to get in, because of limited seating.
The "liquid" are troubling, because you are not allowed to bring them past the security checkpoints. That doesn't bode well for security, but I wouldn't be surprised if they're helped by staffers on the Hill.
Because Democrats are in the majority.
You know the answer: Because Democrats run the Congress.
Because the Demorats invite them and give them passes.
I suspect their Marxist friends among the Congressional staffers have something to do with it.

Because they’re Senate staffers?
The only place the public can get into is the well of the House, when the House is in session. The gallery is open to the public - however, you will be TOLD you are not to speak out - and if you do you will be removed - and they mean it.
In any senate or house “meeting” - there is no public allowed. Anyone who has an interest in the meeting, is given a pass to enter the meeting.
The only way the Code Pink people get into these meetings is that the DEMOCRATS give them a pass. They come dressed in street clothes, and sit at the back of the room - while everyone is looking at the front of the room - they change into their outlandish outfits and begin their “show”.
And .. the dems do this in order to appease the kooky-left of their party .. and to allow the kooks to spew their horrible messages.

During the Bush years, the dems did the same thing - they gave passes to the kooky-left and allowed them to disrupt the meetings - such as the attack upon Secretary Rice as seen in the picture.
And .. because the Tea Partiers are more closely associated with the repubs, I doubt you will ever see them inside a “meeting”.
The woman in the episode with Condi Rice should have been wrestled to the ground by Rice’s security people. She was definitely threatening her, not to mention invading her space. Anyone can enter the office buildings and attend a hearing. You don’t need a pass. What you can’t do is bring placards into the building. The Code Pink people are all women who couldn’t get dates in high school. This is the ONLY WAY ANYONE WILL EVER PAY ANY ATTENTION TO THEM. I have dealt with them on more than one occasion and they are pathetic. Most of them aren’t all that bright. And I think Medea actually has some kind of serious mental problem that should be treated. She exhibits neurological symptoms that scream something is wrong.
