" There used to be a dress code, but I believe there was a court case that preempted it. No, you don't have to be invited. It's open to the public, you just have to wait in line, and be far enough ahead in line to get in, because of limited seating.
The "liquid" are troubling, because you are not allowed to bring them past the security checkpoints. That doesn't bode well for security, but I wouldn't be surprised if they're helped by staffers on the Hill.
