DALLAS, TX (KERA) - There are new rules in Dallas for handling stray dogs. Anyone who takes "possession" of a stray must try to locate the owner within 72 hours, or face a fine up to 500 dollars.
Council member Vonciel Jones Hill was the only "no" vote. She said the ordinance would place a burden on anyone trying to have some kindness towards a stray.
Dog owner Brad Kirby spent two years pushing for the ordinance after his dogs were stolen from his yard. He discovered who took them, but police had no legal power to make the man return the dogs, or reveal their whereabouts.
Kirby: It's a good law. It's a righteous law....

If they were stolen from his yard that does sound like they were “stray” to me. Something about this I don’t get.
What constitutes “try to locate the owner” in their opinion?

Prove it’s a stray. I’d like to see them do that without an admisson from the person that takes it in.
This has nothing to do with strays. imo, this is about controlling all dog ownership with dog licenses. You can’t claim “it don’t have a license or spayed or neutered cuz it’s just a stray that I put food out for”.
Unfortunately, if the dog tried to defend itself, animal control would put it down as dangerous. And many on this forum would cheer it.
A lot of the ads on Craigslist complain about this stuff...”I just let my little yorkie out in the yard to go to the bathroom, and then I turned around and he was gone!”
Seriously? If ANYONE tries to approach my dogs, they let me know. How could someone just scoop up a yappy little dog and make off with it if the owner were really paying attention?
I saw the story on my local news Wed. night. The dogs were Huskies and both had ID tags and imbedded chips. They were on chains attached to trees and on grass outside of what appeared to be his office. ....They were not mistreated dogs and were not strays. They were stolen.
Maybe a law against stealing?
This reminds me of The Bowery Boys taking the flowers that fell off the truck & then whispering, “Hey mister, you dropped your flowers” as the truck drove off. LOL!
