If they were stolen from his yard that does sound like they were “stray” to me. Something about this I don’t get.

Why does the personal misfortune of one person get made into a law to punish the entire population?

Seriously? If ANYONE tries to approach my dogs, they let me know. How could someone just scoop up a yappy little dog and make off with it if the owner were really paying attention?
