Durham, N.C. — A former Duke University employee should serve "a substantial period of incarceration" followed by a lifetime of supervision for sex crimes against a child, according to sentencing guidelines for the crime filed last week in district court.
Frank M. Lombard, 43, was sentenced Monday to 27 years in prison. He pleaded guilty in December to a federal child sex charge. He was arrested in June after authorities said Washington police caught him in a sting operation.
Lombard was charged with attempting to induce someone to cross state lines to engage in a sexual offense. He pleaded to sexual exploitation of a minor, a charge which carries a maximum sentence of 30 years in prison.
In recommending the sentence, U.S. Attorney Ronald C. Machen Jr. wrote, "The defendant betrayed the trust of his adopted child in the most deplorable way imaginable. His child became nothing more than a pawn in his persistent attempts to gratify himself by sexually molesting him and chatting online with as many other pedophiles as possible."
Lombard was fired from his position as associate director of the Center for Health Policy at Duke in July and has been in a D.C. jail since August.
In court documents, an undercover member of the Washington Metropolitan Police Department described an online chat in which someone named "F.L." invited him to Durham to have sexual contact with his adopted 5-year-old son.
The officer made contact with "F.L" after an informant told FBI agents that he saw a man called “cooper2” perform sex acts on a young African-American child via online chats on multiple occasions. The informant's description of "cooper2" corresponded with the description of Lombard.

Probably, since a story about a priest with a foster son he's pimping out and using for child pornography would be even more lurid than this one. Of course, the priest would still be gay, so I'm not sure what your point is.

Read it again. He was sentenced to 27 years. Sentencing guidelines are 15 to 30, the DA recommended the max. The judge gave him 27, plus lifetime probation. And since there's no parole in the federal system, he'll serve the whole 27. He'll be 70 when he gets out, assuming he lives that long.
I like Texas, they execute more criminals than any other state. They’re still under-executing.

These are children, not puppies being adopted from a shelter. This must not be allowed to continue!
I'm not ready to say either way on that. All I know is my personal experience. Over the years I've known several gay men well, one has been a dear friend for over 30 years. Any one of them would tell you they are much too self-centered to be a parent! I watch as they buy all the new gadgets, take great vacations and live in nice places.. no dependants and that's the way they like it!!

OK - I stand corrected. Guy should invest in a large supply of soap on a rope - he’s going to need it. I wonder if he gets minimum, medium or max security. I.E. how hard his “hard time” is going to be.
Seriously, the guy is probably not going to be classified as a dangerous prisoner or an escape risk, and being around dangerous prisoners will probably get the guy killed. Not that he doesn’t deserve it, but the Bureau of Prisons frowns on that sort of thing. My guess is that he’ll go to a minimum security federal prison camp. I could be wrong, though. In either case, he’ll be there until he’s an old man.
I am NOT misinformed. How about you talk to a lot of adoptees themselves? Not every adopter was a saint 10-20-30 yrs ago. Sorry to burst your bubble on the “All Adopters Are Saints and Would Never Do Wrong.” I can assure you, you are more than likely the one who is least informed.
This man should be executed, to have preyed upon the innocense of the child.

He won’t go minimum security with that kind of sentence.

It's a shame and a crime that child molesters do not receive the death penalty. "Mercy to the cruel, is cruelty to the innocent". And the fact is that a much, much higher percentage of homosexuals molest children than the general population.

That must be the picture of Evil. He’ll be out of prison by age 70... At the very least, he should’ve been sentenced to life with no parole. Then again, this may be a death sentence when the other prisoners find out who he is and what he did.

I’ve done my homework and homosexuals are much more likely to molest children than the general population. Homosexuals are much more likely to have been molested as well. There is a correlation there.
Nothing I said remotely resembles what you are projecting onto me. Your hysterical reply clearly illustrates that you are forming your opinion with emotions rather than facts.
This is merely one of a thousand instances and a completely expected outcome when deviants are allowed to own other peoples’ children.
