Any enrolled bill, whether it be passed by a vote or a self-executing rule, is deemed legal as long as it's signed by the Speaker. HA has an article on this today and cites the controlling legal opinion: Marshall Field & Co. v. Clark, 143 U.S. 649 (1892)

Guess who opposed the Slaughter Rule in 2005?

These kinds of self-executing rules have been used by BOTH parties to avoid tough votes like raising the debt ceiling.
