Tor and onion router networks have been encapsulated in most of the world.

Users can assume no level of anonymity when using these networks in US, Canada, UK, France, Germany, Belgium, Australia, NZ, Japan, China, Iran, and untold other numbers of countries.

That is why these terrorists are being caught through Tor.
